Yes, the unique identifier for each permit is the "ID," which is generated by Shovels and is unique to every permit. This is distinct from "permit_no" which is the permit number assigned by the jurisdiction. There are cases where two different jurisdictions coincidentally assign the same permit_no to two different permits, so the best way to organize the data by unique permit identifiers is the 'ID".
